Suicide bomber hits US-Afghan base; no one killed

KABUL, Afghanistan (AP) ? A suicide car bomber blew up his vehicle near the gate of a U.S.-Afghan combat outpost in eastern Afghanistan on Wednesday morning in an explosion that shook houses nearly two miles away. Ten Afghan troops were injured, mostly by falling debris.

Though very large, the blast in Paktiya province's Zurmat district did not kill anyone, said provincial government spokesman Rohullah Samon.

He said the explosion shattered windows on village homes three kilometers (nearly 2 miles) away, but it appeared that the bomber detonated his car before reaching the actual gate of the camp. Many of the injured soldiers were in rooms inside the base that collapsed from the force of the explosion, Samon said.

There were no casualties among international forces at Combat Outpost Zurmat, said NATO forces spokesman Maj. Adam Wojack. He said the bombing was followed by indirect fire by mortars or rockets aimed at the base.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack and said that insurgents also breached the outpost's perimeter defenses.

Wojack said he had no reports of attackers on foot and that the outpost was secured soon after the blast.

Tiny Critter Hitchhiked on Mayflies, Fossil Reveals

Creatures about the size of a grain of salt could apparently ride winged insects by using prehensile antennas, researchers say.

This discovery, based on fossils trapped in amber, suggest the descendants of these microscopic beasts might still hitchhike flights today to spread around the globe, scientists added.

Investigators analyzed 16-million-year-old chunks of amber unearthed by amber miners in the Dominican Republic in 2008. Amber is fossilized tree resin, and before it hardened, this ooze often dripped over bugs and other wildlife perched on its tree's bark, entombing them for up to more than 200 million years.

As researchers looked at this amber using microscopy and a CT scan, they saw a mayfly, a very rare insect in Dominican amber. When they gave the 5-millimeter-long winged insect a closer look, they spotted a hitchhiker on its back, just 228 microns long, a bit smaller than the average grain of salt.

The hitchhiker was a springtail, creatures found in large numbers in soil across the world and one of the most abundant groups of animals on Earth. Springtails, with insects, spiders, crabs and other buglike creatures, make up a joint-legged group known as the arthropods. Springtails are six-legged like insects, but constitute a separate, ancient group.

Springtails are known for springing away from danger using tail-like appendages. This fossil specimen could very well have leapt onto the mayfly, where it apparently used its antennas to hook onto the base of the mayfly's wing. The mayfly might have barely noticed the springtail ? "the springtail is just a small speck on the mayfly," said researcher David Penney, a paleoentomologist at the University of Manchester in England.

Previous research hinted that springtails might have traveled across the world via the wind or ocean currents. A prior discovery in amber also suggested that springtails could catch rides on arachnids known as daddy longlegs or harvestmen. This new find reveals springtails can hitchhike on flights as well, giving them yet another way to disperse across the globe.

This research suggests scientists might want to see if present-day springtails catch rides on creatures as well.

"In this case, amber may not only be shedding light on the past, but the present as well," Penney told LiveScience. "There could be something happening right under our noses at the present with springtails of which we are unaware. The same may be true of mayflies, as this is the first example, living or fossil, of adult mayflies transporting another species."

The scientists detailed their findings online today (Oct. 17) in the journal PLoS ONE.

Readers Write: More advocates needed for foster children; Empower women with family planning to end world hunger

Letters to the Editor for the weekly print issue of October 15, 2012: More volunteers ? especially men ? are need to serve as Court Appointed Special Advocates (CASA) and guardians ad litem (GAL) for foster children. One of the best ways to fight world hunger is to combat population growth through empowering women with family planning and contraception resources.

It was heartwarming to read of Danielle Gletow's efforts to meet the needs of foster children in the Sept. 17 "People Making a Difference" feature. Foster children ? most of whom have been removed by court order from abusive or neglectful parents ? are innocent victims often treated shabbily by budget-conscious counties and states.

I was surprised that the article made no mention of the Court Appointed Special Advocates (CASA) program, or guardians ad litem. Thousands serve as court-appointed volunteer mentors for foster children, also advising the court on what is best for the child. Typically, they commit to at least one year with a child. Some volunteers spend several hours per week with the child. They also interview the child's family, teachers, doctors, social workers, and others who can provide insight into the youngster's needs.

The CASA program was the idea of a juvenile court judge who recognized that Child Protective Services social workers were overwhelmed by large caseloads and that judges needed more information about the child. There is a particular shortage of male volunteers to serve as CASAs. For someone wanting to "make a difference," more information can be found at casaforchildren.org.

Family planning helps end hunger

Thanks to the Sept. 24 cover story for tackling the crucial topic of world food insecurity ("Breadbasket blues"). One important, underrecognized tool to fight hunger is voluntary family planning. The United Nations projects that Earth will have at least 9 billion people by 2050 and up to 15 billion by the end of the century. Meanwhile, 222 million women in developing nations want to end or delay childbearing but have no access to modern contraception. In the United States, nearly half of pregnancies are unplanned.

We need better planning and production to avoid food shocks. But we also need a global commitment to voluntary family planning programs. Only when women have this access will population growth slow, and everyone have the chance to be fed.

Why the A123 deal with JCI raises more ... - Automotive News

Today's announcement that A123 Systems Inc. would seek Chapter 11 bankruptcy protection and agree to sell its automotive business to Johnson Controls Inc. currently leaves more questions than answers.

Under the deal, Milwaukee-based JCI would acquire A123's automotive business, which includes two plants in suburban Detroit, for $125 million.

A123 CEO David Vieau said in a statement the purchase agreement and Chapter 11 are in the best interest of its shareholders.

But at $125 million, the deal is far below what A123 was offered by China supplier Wanxiang Group Corp. -- which signed an agreement in August for an 80 percent stake in A123 for $465 million.

The deal simply does not make sense for shareholders, including Heights Capital Management, IHI Corp. and General Electric Co.

GE provided A123 $70 million in total investments in 2009 for a then-10 percent stake in the company. GE now holds 7.37 million shares or 4.32 percent -- which is now worth about $443,000 at current stock prices.

Unless? Enter the U.S. Department of Energy.

The DOE awarded A123 a $249 million grant in 2009 under a program to expand U.S. automotive battery manufacturing. As of August, A123 had tapped nearly $130 million of the funds.

With a company in shambles -- since its creation, A123 has reported 14 straight quarterly losses totaling $857 million -- and in the final leg of a contentious presidential election, the U.S. government was not about to approve Wanxiang's ownership stake.

A123's Vieau told me when the deal was announced that he expected a "thorough look" from the U.S. government but expected the deal to go through quickly.

That didn't happen. And Vieau acknowledged that today, saying in a release, "We determined not to move forward with the previously announced Wanxiang agreement as a result of unanticipated and significant challenges to its completion."

The DOE's grant programs have been a source of contention for years, peaking with the September 2011 bankruptcy filing of solar-panel maker Solyndra LLC two years after it received a $535 million loan guarantee from the department.

There's no doubt the Romney campaign is prepping the governor in advance of tonight's debate. Presidential candidate Mitt Romney said in previous media interviews that the Obama administration picked losers for DOE loans and grants.

A123 was running out of money and couldn't wait for the government's approval, as it was set to default on a bond payment today.

Despite contracts with General Motors Co., BMW and others, A123 couldn't offset upstart costs as the electric-vehicle market lags.

President Barack Obama has stated a goal of 1 million EVs in the U.S. by 2015. Since 2011, EV sales have totaled fewer than 50,000 through September, Bloomberg reported.

Aleksandra Miziolek, a partner and director of Detroit-based Dykema Gossett LLP's automotive practice, said the A123 deal is one of many to come as the alternative-energy market continues to struggle.

"We will be seeing more and more distressed technology companies seeking shelter with both automakers and suppliers as the business model for alternative-fuel startups even with government assistance is just not workable yet," she wrote in an email.

JCI -- which opened a lithium-ion plant in Holland, Mich., last year with $300 million of DOE funding -- would get a good deal on the assets, including A123's Chinese operations. But does the end justify the means?

Mike Wall, director of automotive analysis for IHS Automotive Inc., said the move solidifies JCI's position as a leader in automotive batteries. JCI holds a large market share of lead acid batteries, supplying to automakers and aftermarket brands such as DieHard, Duralast and AC Delco.

But if the courts approve the deal, JCI will own three U.S. lithium-ion plants with more than 500,000 square feet of floor space in an underwhelming market.

JCI's Holland plant continues to produce lithium-ion battery assemblies, but the plant is nowhere near full capacity. Neither is A123.

The big question is whether JCI will drain A123 of its patented technology and ditch the Detroit area plants -- and 700 workers -- and move them to Holland.

Like the lithium-ion battery market, the future of these plants is not certain.

Food prices have been rising steadily around the world and this summer's drought isn't the only reason why, according to Frederick Kaufman, author of "Bet the Farm: How Food STOPPED Being Food."

Kaufman tells The Daily Ticker that the price of global grains -- the primary dietary staple for most people on the planet -- have tripled since 2002 after decades of stability. "Something new has come to this market and we're seeing absolute levels of volatility that we've never seen before," Kaufman says.

That new development, he notes, is the exponential growth of commodity derivatives. U.S. derivatives trading in wheat alone has surged from $10 billion to $300 billion in less than a year, says Kaufman. "Speculators are completely overwhelming" the commodity futures market, says Kaufman, "subverting a market that has worked so well for over a hundred years."

Traditionally the commodity futures market has allowed food producers and manufacturers to hedge price risk in a market that also includes speculators. There have been position limits on this type of speculation since 1936. But since 1999 those limits have been lifted for some big banks as Wall Street looked for more ways to make money. That paved the way for the increased speculation in the market today.

Kaufman says more speculation exacerbates food prices. Higher food prices have led to a global food crisis and civil unrest in the Mideast and North Africa.

According to the UN's Food and Agriculture Organization, which is holding a week-long meeting in Rome on world food security, 870 million people around the world?or one in eight?are starving or undernourished.

"While the chance of food prices returning to levels seen in 2008 and 2011 in the coming months may be slim, they remain at historically high levels, and the underlying factors driving them are here to stay," the organization says in a press release.

The UN FAO cites population growth and a growing middle class in the developing world as factors boosting demand for grain-intensive protein and rising energy costs. "High food prices, therefore, are here to stay," it says.

Kaufman says the U.S. should be concerned about this global situation. Higher food prices can cause civil unrest and become a national security concern for this country, which itself has 17 million households that are at risk of going hungry.
